That would make things more orderly... But, IceE is like top mod over everything. But, having a congress makes sense.

Tbh I don't really see the need, no mods (including myself) have had to use our modly powers for anything other than making links blue and clickable. I think the mod system is fine the way it is, other than it being maybe a little too inclusive, though no one has yet to abuse their power so there's not much of a problem there.
